I gather that you saved a copy of your old Windows Live Mail Message Store rather than exporting your messages before reformatting your HDD.
In such a case, you can either import your messages from your old Message Store, or simply drag the messages from it onto your WLMail interface.
To import from an old WLMail Message Store: File->Import->Messages...->"Windows Live Mail"->"Next >" [button]->"Browse..." [button] to your old Windows Live Mail Message Store folder->...
