Change and KEEP Outbox ABOVE my mail folders

I can move the Outbox folder up above my Mailbox where I want it, but if I
close and reopen it is back below the Mailbox. Is there a way to keep it
there above my mailboxes/Accounts?

I'd like to align it with the other mail folders - Inbox-Drafts-Sent etc.
Any ideas on why it is separate?

Neither the Outbox nor the Storage folders can be moved permanently.

It's in a different category.
Inbox-Drafts-etc. are replicated on a per account basis, while a single
outbox serves all email accounts.
