Windows Live Mail can't connect to the Hotmail server

I keep getting this error message. Can anyone help?

Unable to send or receive messages for the Hotmail account. Windows Live
Mail can't connect to the Hotmail server. To send and receive messages in
your Hotmail account, go to http://hotmail.live.com on the Web, or try again
later.

Server Error: 5102
Server Response: timedout to ip 10.1.8.56:2000
Server: 'http://mail.services.live.com/DeltaSync_v2.0.0/Sync.aspx'
Windows Live Mail Error ID: 0x8DE00002

I soved the issue by deleting the account and readding it.
I should have read further before posting.

If it occurs again, consider adding live.com and hotmail.com sites to the Privacy tab(for cookies) in IE's Internet Options and
choose allow for each item when entered. Note: Do not add either to the trusted sites.

It is happening again. I can fix it by removing and then adding the account
but the folders do not sync. When I try to make changes to the folders by
dragging the emails from the inbox to a folder then doing a send/receive, it
gives the same error. I have added live.com and hotmail.com to the privacy
tab in internet explorer. I have been using Windows Live Mail since beta.
This error makes the program virtually useless. Thanks for all the help.

Your error message seems to indicate that you're connecting via a local
proxy (10.1.8.56) on port 2000. Perhaps you need to fiddle with the LAN
settings on the Options > Connection tab. I assume you increased the timeout
(Right-click on the account name and select Properties; timeout options are
on the Advanced tab).
