Anchoring Accounts - ?

The left panel of WLM holds the accounts and sub-folders. You can
right-click on accounts and move them up and down; that's useful. I
right-clicked on the Outbox, which I guess is at the bottom by default, and
moved it up to the top. But it won't stay there. Next time I open WLM, it's
at the bottom again. Any way to spot-weld it up there?

No. The Outbox and Storage folders can be moved, but they
revert back to the old positions when WLM is restarted.
It appears to be a design bug.

As I should have added to my one-word response, Help menu > Send Feedback
(web). The more users that grumble, the greater the likelihood that MS will
do something about it.
