Error 0x800CCC0E

Hello, I read the other posts and uninstalled Norton, downloaded Windows Live Mail as a different option.... and I still can't send email (but can receive). Could it be the Windows Security Center? Here is the error message:

The connection to the server has failed.
Subject 'test 6'
Server: 'mail.medscout.com'
Windows Live Mail Error ID: 0x800CCC0E
Protocol: SMTP
Port: 25
Secure(SSL): No
Socket Error: 10060

I've also walked though the account set up with my provider, it appears my SMTP is correct. Any ideas? I'm not a PC person so user error isn't out of the question. FYI on Vista Home Premium. Sorry for having to send this out to you... must feel like ground hog day.

Other details: New email account, old PC, server is private for new small business, address POP/SMTP: mail.medscout.com - yes I confirmed they are the same.

AFAIK, medscout.com is not an ISP. Your real ISP will block
any attempts to use external SMTP servers on port 25. This
anti-spammer policy is explained here:
http://www.postcastserver.com/help/P..._Blocking.aspx

There are several workarounds, but for a stationary (non-laptop)
computer the best solution is to substitute your ISP's SMTP server.
Your correspondents won't notice anything different.
If you need more help with this, let us know who your ISP is.

I just tried 'telnet mail.medscout.com 465' at a command prompt. I appeared
to connect (no banner), and when I tried to 'quit', I received a TLS error.
I would suggest trying to set up on port 465 with SSL enabled.
