Vista - Setting up/importing local email folder storage from OE

I have a number of email storage folders locally on my machine that are
visible whenever I start OE. I can't figure out how to see these folders and
the email files within them in Windows Live Mail. Is this capability
available in WLM?

To add some clarity..
OE allows user created folders within the OE client. Each created folder creates an oe proprietary dbx file on your machine. As
messages are added to the user created folder, the dbx file is updated.

WLM does not access OE's dbx files. It can import the dbx file(migration or manually-file/import or drag/drop).

If these folders are folders created independently of OE in Windows Explorer and contain files with an *.eml extension, then
a. create a user folder in WLM and drag the message from the Windows Explorer folder to the WLM user created folder
b. Do nothing, double-click an *.eml file, as long as WLM is installed, the eml file will open in a WLM window.
