Where are account passwords stored?

I ask because I've noticed that they're being lost whenever I restart Vista
SP1, a problem which never happened before several weeks ago. Not just in
WLM, but some other programs too, such as Outlook 2007, Skype, and even
usernames and passwords on forms in IE (part of its Autocomplete
functionality). I suspect all these programs store in the same place/way,
and that it's related to Vista's shell somehow, but I have no idea why this
is happening.

Doesn't that have something to do with persistent cookies or some such
thing?

Not for the apps. It's possible that cookies may be involved with IE's form
autocomplete, but I don't think so.

Vista SP1 here..
If I delete cookies for any site accessed in IE(bank, broker etc) that supports IE' autocomplete function, those are lost. Some
sites always regardless of IE's settings require username/pw entry upon access.
I've yet to incur any loss of previously set username/pw in OL07 or Live apps using the WL Sign-in assistant with the default
LiveID or an optional selectable alternate Live ID.
