That definition is the back-formed one (i.e. via misuse) from the
perfectly (to my mind) legitimate usage before that, for example
when certain HTML codes that had worked well in the early days no
longer did so; in later versions of the standard, these were
'deprecated' - meaning more-or-less 'we'd rather you didn't use
them; we'll tolerate them for the time being, but you may find that
they don't work properly if browser designers decide not to support
them, which they're quite entitled to do'. It's quite a move from
that to using it as an approximate synonym for abandoned or
withdrawn or slaughtered or 'trashed'.
Did you look up 'forensic'?

This dates originally from 2006, when the author defined
'deprecation' (wrongly, even then, in my opinion) as "the gradual
phasing-out of a software or programming language feature". 'We pull
the plug on 30 June 2008' is hardly a gradual phasing-out.

popular back-formation:
What does a rocket scientist deal with? Rockets!
What does a Christian Scientist deal with? Christ!
So what does a forensic scientist deal with? Forensics!
and a new meaning is born.

A forensic scientist is properly one who acts in the name of, or on
the order of, a court of law (L. /forens, forensis/: court of law,
from /forum/: meeting-place, which is where the Shakespearean
connection may arise, since that's where Antony made his 'Friends,
Romans, Countrymen...' speech). Forensic medicine is practiced by
pathologists working for a court. That forensics (a plural noun
recently back-formed from the adjective) is now understood to mean
bits of skin found under the finger-nails of murder victims or of
mud on car tyres or fingerprints, or all manner of other things in a
similarly misguided vein, is a typical example of new meanings
acquired via misuse.

But we're way OT - perhaps we'd better shift over to
alt.usage.english.

Interesting. I learn something new every day. Spanish has "deprecar" (to
beg, implore) but also "depreciar" (to depreciate) and "despreciar" (to
devalue or despise) but I have heard people to confuse them. The frequency
of use according to Live Search is something like 1 to 7 to 50. Figures,
like most people the Spanish spend a lot of time devaluing things, so their
language would place special value on a verb that did this, like "detester"
in French and "diss" in modern colloquial English.

OE and the WebDAV protocol appear to have been deprecated already according
to the Wikipedia definition. All are on notice that the functionality is
going away, even though the June 30 thing was just a threat.

Linguistically, this use of deprecate would appear to be a neologism,

1 : a new word, usage, or expression
2 : a meaningless word coined by a psychotic
[F néologisme, fr. ne- + log- + -isme -ism]
