Trouble With Customize Toolbar When Viewing Individual Message

It should be possible to customize the toolbar associated with viewing
individual messages by adding the Save As icon to the set of current buttons.

However, when I went through the steps to do this, it did not take effect.

You can put the Save As button on the toolbar associated with viewing all
messages in a folder, but you can't do the same thing in the toolbar
associated with viewing individual messages.

I reported this as a bug to Microsoft, but did not get a helpful reply.

Not all buttons work in both views.
To access Save As in an individual message press ALT F A

According to the user interface though, it is made to appear that all buttons
should work in all views. I agree that there are other ways to do a Save As.

In fact the presence of some buttons might even be construed as unnecessary features, thus giving credence to the reasoning that a
common code was used in the programming for different features. If so, it also may not indicate a present or future intent or
priority to revise and existing feature or lack of one in the next/future update(s).
