What are these folders for?

Mostly for storing messages. Your choice. Make folders as desired.
You should be aware that if you delete a mail account, its mail folders
go away. The Storage folders stay.

The default folder there (Drafts and Sent Items) are used when posting
to a newsgroup. The Deleted Items there is used when you delete a
message from a storage folder.
