Error 800CCC15 with live mail

This is quite weird.
I have a new PC at my office and I applied every recent fixes and patches
along with live messenger & mail.

Windows Live Mail continuously generates TCP/IP socket error (code 800CCC15)
whenever I try to send a mail using Live Mail. Receiving mail is no problem.
I have checked windows firewall, corporate anti-virus software McAfee and
everything.
I did not find any reason, IT security person did not find anything.

I uninstalled Live Mail and re-installedOutlook Express 6 (because I
uninstalled this to use Live Mail alone) and now everything is fine. Same
configuration, same anti-virus, same PC, same user.

Any idea for possible cause?

There was no reason to uninstall Outlook express. It won't interfere
with WLM, unless you are using a POP3 account and Not leaving a a copy
of messages on the server and still downloading mail in OE.

The full text of the error message in WLM would help.

Both the firewall and anti-virus are potential culprits.

A firewall can block ports for selective applications, so it could be
set to allow port 25 (or whatever port the SMTP server uses) for OE but
not WLM.

Likewise, anti-virus scanning is application specific. It has to
insinuate itself in the mail program or between the mail program and the
mail server. Besides being prone to error, its entirely possible that
it is set to scan outgoing mail for one mail client and not another.

Well, I don't think it will work.
My McAfee does not control each program and port 25 is surely working fine.
It is not blocked.
Under same environment, OE6 sends mail but WLM fails to send mail, giving
the error code 800CCC15.
That is what I am saying "weird".
I do not know what is wrong.
It is beyond my understanding.
I am using WLM quite well at home(XP Pro+Norton anti-virus).
How strange?

I had this error a while back after returning from a trip where I
had been using different ISPs. I corrected it by resetting the
TCP/IP stack - Start > Run netsh int ip reset c:\resetlog.txt
This might foul up your AV, but if it restores your connectivity, a
reinstall of McAfee is a small price to pay.

Strange that it should occur on a new machine, and I would bet on
McAfee as the culprit. You can read more about netsh at

Something is preventing or corrupted Windows Socket from operating.
AV programs while compatible on one app may not be on another.
Can you disable email scanning on McAfee ?

Let us know if you resolve it..

I've been preaching to my Windows Mail brethren that WLM is
more resistant to the 'evil' effects of overly aggressive antivirus
products...

Just because your firewall allows Outlook Express to use port 25 doesn't
necessarily mean that the firewall isn't blocking Windows Live mail from
using the port. Firewalls on your PC can selectively allow some
programs to use a port and block others.

You are correct in general, and that's why I asked IT security guy's answer
to this matter.
The answer was no. I myself checked my McAfee Enterprise 8.6. I did not
find any disallowed or blocked program in the list.
Port 25 is surely open to any program. That is very clear.

I am not an IT professional.
My last choice is to uninstall McAfee and re-install it after activation of
WLM which may not give me clear answer on what was wrong even if it works
after my little efforts.
Anyhow, I may be able to let you know final consequence.
