What WLM is designed for and who...

Windows Live Mail was designed for the users of Hotmail (Windows Live Mail
(Online version)). I still can be used for other non hotmail accounts but it
can be a pain to sort it all out. If you are wanting to use a email account
e.g. a POP3, IMAP, or another online email service you are better off using
Outlook Express (XP) or Windows Mail (Vista).

Just a FYI, Windows Mail in Vista is a dead product and Windows Live Mail
has taken over.
There are (supposedly) multiple improvements to WLM coming in Wave 3 which
is due to RTW in a few months.

Since development ceased on OE and WM in 2006 it would be more appropriate(even though WM and OE continue to function)to say WLM
was designed as a replacement for OE and WM and also provide the ability to access free Hotmail accounts.

OE and OL03/07, unlike WM, continues to support Hotmail access for grandfathered and subscription based Hotmail accounts via the
WebDAV server until the WebDAV server is retired(no sooner than Jan 2009).
