Remove Email From Server

Is there a setting in Windows Live Mail that will clear the server of that
email. Back in the days of Netscape, when I downloaded my email it would
clear the server.

What type of mail server? POP3, HTTP or IMAP?

For your POP accounts, select the appropriate settings under
'Delivery' at Tools > Accounts > {account} > Properties > Advanced.
Other accounts (IMAP, HTTP) are designed to synchronize, so what you
move from local folders under the account will be removed from the
equivalent folder at the server. If you want only to retain a copy
of a message locally and remove it from the server, move it to a
folder under Storage folders. If you can't see Storage folders, go
to [View >] Layout > Folder pane and select 'Show Storage folders'.
