I'm having a problem even downloading and installing WLM. I gte to the
installer (where MSFT offers a whole bunch of other products that I might
want to instal as well as WLM, ie Sign-in assistant, messenger, etc). After
that, nothing happens...

Anybody got any ideas on whether there are things one can put into the OS
that stops WLM from being downloaded and activated? (Maybe my company has
blocked WLM downloads in its standard OS instal?)

In short yes.
If you don't have local administrator rights on your computer then that will
definitely stop it.
There are other policies that you're IT department can enforce to stop you
installing products not sanctioned by your company.

Ditto on echoing Colin's response.
Contact your company's system administrator for permission and/or the ability to install a non company provided application on
company property or using their internet connection.
