Forwarded emial to Hotmail stopped working

I originally posted this question in a different thread on 10/15/08 but did
not receive any respones so I'm trying here for better luck.

"Sometime soon after October 2nd, Hotmail stopped receiving forwrded email
from our provider. I'm not utilizing POP3 with Hotmail, only having emails
forwarded. No settings have been changed with email administration aside of
the fact that I did a test to try to forward email to a Yahoo email account
which was successful. Help Central suggested that I contact my email
provider which I did and they said to try to contact Hotmail.... Any
    suggestions?"

If you aren't filtering your spam before forwarding your email, you may have
triggered a Hotmail block on your provider's server. Blindly forwarding
email from one account to another runs into the problem of spam. The service
accepting the forwards doesn't (can't, really) distinguish between spam from
a spammer's 'bot, and your legitimate forwards. As far as Hotmail is
concerned, (and some other providers, as well) spam is spam. So you need to
be careful that you filter out the spam before forwarding. This does play
havoc with trying to auto forward.

There are a very few services which are not as picky about incoming email
when forwarded as you are doing. Gmail is one of them.

Thank you Norman, I will pass along this information to my hosting company.
It is strange how everything worked fine for the past couple of years and now
the emails do not show up (even in the Hotmail spam folder), nor are there
    any undeliverable announcements.

Since informing provider of Normans response:

"Thats a correct answer. You're probably blocked now and without a bounce
back message there really isnt anything you can do other than contact the
receiving provider. We dont suggest setting up forwards to any outside email
provider like msn or comcast. Just pop your email here, setup multiple pop
accounts in outlook rather than forward email because ultimatly you will get
banned and/or get our entire email server blacklisted if enough spam is
    forwarded."

If I recall correctly, to POP directly from Outlook to Hotmail- this would
have been a fee based service?

And, I assume there is no way to unflag a particular email address from
being considered spam in Hotmail; correct?

It's the other way around. A subscription based Hotmail allows one to forward incoming message to a Hotmail account to 'one' other
email address. A free Hotmail account only allows one to forward to a single hotmail/msn/live.com address.

Not sure what you are asking here. Please elaborate.

Do nothing. It will get unflagged automatically. Spam blocks are mostly
    temporary.

You do not "POP to", you "POP from". POP3 is a protocol to fetch email from
a server (Hotmail) to a client (Outlook). Going from a client to a server is
"message submission", and requires another protocol: SMTP.

To use Outlook with Hotmail would require a paid Hotmail account. I have no
experience with either Outlook, or paid Hotmail accounts.

    > And, I assume there is no way to unflag a particular email address from

What is considered spam is determined by specific "signatures" in an email.
These "signatures" are a body of evidence developed by the experience of the
email provider. The end user has no control over the way the gateway mail
server reacts to spam sign. That is the province of the server
    administrator.

You can use Outlook with a Hotmail account if you install the
    Outlook Connector:
