Cerebral ones,
I downloaded WLM but will not open-get configuration box that clears but not opening. I tried to change WLMail.Url.Mailto permission that I saw on Andy's blog but denied me. I downloaded pstools but could not figure out how to properly use and run ps.exec to change things. I can open Windows Live from link in favorites list but not from the taskbar icon.
Could someone post step by step process or link to solution?

The "Windows Live" in your "favorites" list sounds like a link to the
Windows Live web site. You are referring to the "Favorites" in MS Internet
Explorer? That is not the same as Windows Live Mail, which is a local email
client application.

I am not sure I understand the comment about "WLMail.Url.Mailto permission".

Do you even get an error when you click on the taskbar icon for Windows Live
Mail? That icon should invoke a local application. Looking at the
"Properties" for the WLMail icon on my computer, I see this in the "Target:"
field:

| "C:\Program Files\Windows Live\Mail\wlmail.exe"

Check your process list in your Task Manager; see if that is listed as a
running process. If it is, stop it, and try from the icon again.

Thanks Norman. I do not get error when I click on taskbar icon-it opens small window that has Windows Live Mail accross top and says "Please wait while Windows Configures live Mail". After 5-10 seconds this disappears but WLM never opens up. The
WLMail.Url.Mailto refers to registry for WLM and trying to R click on key to set permissions. This link is basically problem and explains better than I:

I cannot figure how to use the pstools that is referred in above link.

When I check properties of icon in taskbar is same as yours.

I closed process in task manager and tried again but same problem.

Norman-got into regedit and changed owners using advanced permission changes. Once I stumbled onto that Windows Live Mail opens fine now. Just wanted to let all know that can put this to sleep.
