If you sign in to WLMail with your Hotmail address, your contacts
should eventually synchronize. If they're not doing, something else
is wrong. If you open the Contacts window while signed in, is there
a message in the window? What does it say in the Title bar?
In that same window, File > Import does allow you to import CSV, but
you shouldn't have to do this.
