I like that WLM always opens maximized. In fact, I set it up that way. Try
right-clicking the WLM icon > Properties > Run: Normal window.

Set your screen the size you want. Close the window right away. Now open WLM
again. It will open to the size you LAST set.

I first noticed this with WLMail Build 14.0.8050.1202.
So I guess it's a new "feechur" (unwanted by me too.)

One thing I noticed is that I was getting prompted to login first
in a small window, so I suspect that may be why the Maximized
mode is being forced, breaking the wishes implied by my shortcut.

So, something I have been meaning to test as a way of avoiding
this is to do stuff to avoid the Live ID login. But I just got my
Hotmail account set up so I'm not likely going to want to leave it
that way even if that does avoid this irritation. At the same time
I would check to see which program was opening that window
(in case it was something other than wlmail.exe) and I would
probably also Run... ProcMon to see if there were any hidden
registry values to exploit.

In any case, I would call it a usability defect. The setting in my shortcut
should determine the mode of the application window, regardless
of the way it is finally opened. However, as others will note,
opening the application window maximized seems to be frequently
requested, so the developers may have decided that it is less
of a problem to make some people doubleclick in the title bar
after the application opens than try to make others learn how
to use their Desktop shortcuts properly. ; }

While others have reported it, I've not seen this 'max window at open' feature recently on build 0908 on an XPSp3/IE6 or IE7
system(same pc, replaceable drive). If I did earlier, resizing seems to have cured it.

Recognizing that it does occur, I'm wondering if the 'max at open' has anything to do with the 800 x 600 display
concerns(viewability, screen real estate)raised by a few in the past.

You're assuming that there will be a logical reason for this change?
Consider all the other arbitrary changes to the UI in this version.
IMO this will be yet another example of change for change's sake
with perhaps the slight (flawed) rationale I mentioned for helping
people who don't know how to use shortcuts but *want* their first
window maximized (not just maximally sized).

I think the worst irritant here is that the window is busy-locked
for so long that I have to wait to be able to doubleclick on the title bar.
Then the next thing that I have to wait for is the message in the
Status bar to appear so I can click on it and get the Status window opened.
I could optionally wait for the title bar to unlock so I can press Ctrl-F5 then
I suppose but then I would have to first put my pointer at the top
to know when I could do that, then put my pointer at the bottom,
so I could click on the Status message, then put my pointer back
at the top again to finally doubleclick and resize the window.
Alternatively I suppose I could avoid the third pointer movement
by pressing Alt-Space,R. In contrast OE would do all of this
for me automatically... or, the way I do it, after Ctrl-Shift-M. <sigh/>

It's just another example (of many) of how much messing with the UI
has been done without any understanding of all the existing use-cases
in the UI it was derived from. I can't think of one improvement in
usability or consistency that I have seen in all these arbitrary changes.

Lol..

For the 'max at open'...No, I'm not willing to go that far , just suggesting a possibility correlation whether its good or bad.

I wish I had your ability to use the extensive multitude of available keyboard shortcuts...but I'm pretty much a left handed mouse
navigator(switched to have number pad access with right hand) from years of use.
