Sorry, they are permanently deleted. You can try a file undelete
utility such as http://www.recuva.com.
Next time, heed the warning that comes up when you start to delete
an account in WLM (see screenshot below). MS should have made
that warning more prominent, or (even better) automatically moved
the account folders to Storage folders.
