F5 has always been there in WLMail, hasn't it? So Ctrl-M has just
been retired - why have two shortcuts for the same function?

Under WLM 12, F5 and Ctrl-M don't do the same thing
Ctrl-M does a Send and Receive All. This applies to any mail;/news
accounts that are set to be Included (Tools, Accounts, Mail/News
General). It does the same thing regardless of the folder focus.
F5 is a Refresh. What gets Refreshed depends on the folder focus. If
the focus in a Storage folder or mail account it does a mail send and
receive. It the focus is in a newsgroup, it gets new messages for that
newsgroup. Mail accounts are not checked.

I think another one was a LIST command when focus
was the news account node. That would be analogous
to OE's subscription list at which point updated counts of
not downloaded headers could be provided.
I suspect that both F5 and Ctrl+F5 are window dressing
in the guise of a consistent UI which under the covers are
still different and reflect all the old implementations.
E.g. does WLMail still provide a shared Outbox?
Then do queued news messages still go out when
"Synch" (e.g. F5) is used in Mail mode? If so, I bet that
the newsgroup they were sent from doesn't get
an XOVER done for it (e.g. to download new headers).
At most a LIST or a GROUP command might be done,
which would update the not downloaded message count;
though neither of those would be necessary just to post
the delayed messages. Etc.
I don't have time to do a rigorous analysis of the new
implementations and only use WLMail in a news-only
mode anyway. I hope someone does it and reports
to the group exactly how completely the implied generality
of the new simpler UI is provided. I would love to have
my cynical suspicions proved wrong. ; }
BTW I just realized that if I'm right, in the new version
a "Send-Only" for News would be possible.
Do File, Send Later (or Send while Work Offline is set)
to build up your Outbox queue as desired.
(That's the same as we would use the old implementation.)
Then in order to send them switch to Mail mode and press F5. <eg>

by News mode for Mail! (But I would be less willing to bet
on this one). E.g. put some E-mail messages in the Outbox
and then switch to News mode before pressing F5.

Sync button has three options
News Sync button - sync newsgroup, sync all newsgroups(F5), sync everything(Ctrl F5)
Mail Sync button - sync email account, sync all email accounts, sync everything(Ctrl F5)
In news mode, Ctrl-F5 is required to send emails in the Outbox
In Mail mode, F5 and Ctrl-F5 sends all contents of the Outbox
