Vista - Can Outbox move up and stay?

Right-clicking on the WLM Outbox gives an option for moving it up the
left-pane list. I put it up near the top, where it's not hidden by my several
e-mail accounts, but it won't stay there. Next time WLM is started, it's
down near the bottom again. (WLM Build 12.0.1606)

The Outbox cannot be permanently moved away from the bottom.

Try changing it in the so-called compact Folder pane layout.
FWIW mine is at the top--actually the only "folder" in that pane. ; )
