I received a forwarded e-mail. In the message body, each line starts with a
" > " sign, just like what I see in newsgroup replies. Why is that ? Thank

The person sending the original message has their email client configured to add the ">" character when replying or forwarding a
messages when using plain text instead of html for composing the message.
You can do the same...look in WLM options for sending plain text messages.
