Vista - blocked & safe senders #2

Ok here's my understanding. Instead of going into registry to save blocked &
safe senders sign in to WLM. Here your blocked & safe senders will be saved
if you reinstall your OS. Something was mentioned about synching account but
I couldn't figure out how to do that. I restored it this week and my lists
were not there so I must need to synch it. Could you give me detailed
instructions on what I need to do to save my blocked & safe senders list.
