If by "archive folder" you mean a non-account folder, those have to
go under Storage folders.

The only folders that can be created the same level as an account folder are additional account folders. You can create a dummy
account and disable it from Send/Receive, but the recommended and preferred is to create any user created folder independent of an
account in the Storage folders.
This should be done for obvious reasons. The most obvious is...The storage folders are not deleted in WLM and from your hard drive
when an account is deleted in WLM.
