How does one go about setting up a newsgroup for a topic for which there is
not yet a group?

Hi, TRCSr.

I've never tried to create a new newsgroup, but I have a couple of comments.

First, this Microsoft public news server is hosted by Microsoft for
peer-to-peer support by and for users of Microsoft products. Only Microsoft
can create a new newsgroup on this server. But this server, with its >2,000
NGs, is only a small part of the giant Usenet, which offers hundreds of
thousands of newsgroups, hosted by thousands of news servers all over the
world and mirrored by many thousands (millions?) more servers and "forums".
Many ISPs include access to a news server in their monthly subscription fee;
you might check with your ISP to see what they offer and how to access it.
My own ISP provides a news server offering over 100,000 Usenet newsgroups.

Second, you are posting with version 12.0.1606 of Windows Live Mail, which
is over six months out of date. To update to the current version
14.0.8064.0206, which was released back in February 2009, just go here:
http://download.live.com

As Norman suggested, Google (or Microsoft's new Bing) is your friend! ;<)
Just search for "Usenet".
