Yes it can...
I've a variety of non Msft email accounts setup in WLM(gmail, yahoo, edu, org, earthlink etc) all functional..

If you have a problem, please provide more details.

I have successfully used port 587 (without security) for Yahoo! SMTP
servers, sending through WLMail.

You have not named the SMTP message submission server you are attempting to
use; are you certain that they accept connections through port 587?
