How do you change the New Mail tone on Windows Live?

In the Sounds area of the Control Panel. It's a slightly different
location depending on the OS you are using, which you failed to mention.

Control Panel - Sounds - Sound tab - scroll through Program Events to "New
Mail Notification" and select it, change sound at bottom from pick list.
