Accessing my mail from another computer

I am new to using Windows Live Mail. All previous email addressess I used
were tied into my internet provider. How do I access my mail from a computer
other than my own? When I attempt to log on to Windows Live Mail I am told
that I do not have a hot mail account -

Windows Live Mail is a desktop email client that must be installed on a pc for use. Email accounts must be setup in WLM to send and
    receive mail.

One signs on to Windows Live services in WLM, not to WLM. Sign on requires a Live ID(e.g. A Hotmail type account -> Hotmail.com,
Live.com, Msn.com) or an existing email address registered as as a Live ID(e.g. Gmail, Earthlink etc)
    - Sign on with a Live ID does not send or receive mail

Have you obtained a Hotmail type account or registered an existing email address as a Live ID ?
Have you setup any email accounts in WLM ?

Are you still using that same Internet service provider for your e-mail?
If so, you can still use their webmail access via Internet Explorer.

Windows Live Mail does not provide you with an email address. It is
only a tool for downloading mail from whatever mail service provider
you already have. Do you have an existing email address? If so, what
is the part after the @ symbol?
