Not a bug, a design limitation. You can select all the messages in that
folder and do a mass move to a different folder.

From WHICH folder to WHICH folder?
Some folders - like each Inbox - are "hard-wired" and can't be moved at all.
Others, like folders that we've created under the Storage Folders tree,
should be movable.
If you can give us a specific example, maybe we can help you accomplish what
you are trying to do.

Try it!
Under Storage Folders, I've created a folder that I named Mail Folders.
Under Mail Folders, I have several dozen subfolders; many of those also have
subfolders. It's very easy for me to drag my Charlie folder and drop it
into my Family folder as a subfolder. From:
Storage Folders
Mail Folders
Charlie
Family
to:
Storage Folders
Mail Folders
Family
Charlie
Just don't rush. When I first click on Charlie, WLM selects that folder.
But I can't drag it immediately. A second or so later I click it again and
hold down the left mouse button. This time, the tiny rectangle appears in
the mouse pointer and I can drag the Charlie folder and drop it into Family,
where it becomes a subfolder. All the messages are available in the folder
it its new location in the folder tree. ;<)
Except for the short delay in selecting the folder, drag and drop works just
the same as in Windows Explorer - for me.
In many cases, of course, it is better to move messages than folders. I
could just click on Charlie, then click on any message in that folder and
press <Ctrl>+A to Select All, then drag any one of those messages to the
Family folder and all the other messages would move, too. But then they are
in Family, not in Family\Charlie, which may or may not be the goal. Then I
could delete the now-empty Charlie folder.
I just spent a long weekend recovering all my "lost" Storage Folders after a
disaster last month. So I've had a LOT of recent practice dragging and
dropping WLM's folders! :>{

I've moved folders, I've even done it accidentally.
These have all been user created folders under Storage folders.

Been moving folders in Storage folders for quite some time...I don't recall any feature changes in that area(at least since Wave 3
went RTW in Dec 2008).

There are some limitations on moving folders.
You can only move user created folders.
And you can only move them within their area. That is Storage Folders
in the Storage Folders area and mail account folders within that
account.
I know you can move folders within a POP3 account, I don't know about
HTTP or IMAP accounts.

Http accounts(Hotmail, Live, Msn.com and derivatives of those domains..e.g. Live.ca) only support folders at the root account
level, thus there is no place to move them within that account.
There was a mention of subfolders in Wave 4 Hotmail in this article(Dick Craddock Msft/Live)
