Vista - windows live messenger installation problem

I am trying to install windows live messenger version 8.5, and the
installation comes to a standstill when it is 99% complete. There is
no activity during the installation for a prolonged period of time -
nothing happens, and the installation will not complete. I'm running
Vista Home Basic, IE 7. Can somebody please tell me why this is
happening and explain the resolution. This would be greatly
appreciated.

but ultimately not successful. I have noted the error msg below although it
was difficult to note letter for letter:
