    Actually Messenger voice/video support has different bitrates depending on what you and your
    contact can establish between one another, so this isn't a direct question one can really
    answer very easily.

    Even on slow connections you'll be able to at least get something. Although it's recommended
    that if you want to do both audio and video at the same time, a typical broadband connection
    is best. I've seen (and the audio codecs in use for Messenger support this), audio used on
    as slow as 28.8 modems.
