Newbie seeking suggestions on Live Messenger bot plugin

Hello All,

I"m currently researching on how to develop a bot for our software (a
project management software).

I googled for an hour and I can barely find any info on this.

Should I be using windows live messenger api? or activity api? any
sample C# bot source available? any tutorial anywhere?

I simply want to create a bot, users within the company can chat with
the bot. for exampe:

Me: Bot, show me my tasks!
Bot: Be polite, say "please" please.
Me. Okay, bot, show me my tasks please.
Bot: Here are your tasks
