I have upgraded from Vista Home basic to Vista Home Premium and
now my contacts all appear to be OFFLINE, when in fact they are
ONLINE. Therefore I cannot make contact. Need help or Microsoft
needs to FIX.

The first thing to do is to determine if this a client problem or a problem with your
account.

The easiest way to determine this is to try to login with the Web Messenger and see what is
happening here:
http://webmessenger.msn.com

Additionally if you have another PC or could use another Windows user account to test, that
would be helpful also.

Wellknown bug that has been around for some time now. On XP and Vista both
but also on different version of Messenger. I have it on random with WLM now
on my Windows XP and so have almost all my contacts. It's almost normal now
that suddenly someone begins to chat with me while he is Offline on my list
but he is Online at his side.
