Error 0x8007006e

I have been having a problem for weeks now with updating Windows Live
Messenger from 8.1 to 8.5. I get an error message cannot open the device or
file specified (0x8007006e).
I have gone to Windows Live Messenger Techs for help, they have been at it
for weeks as well to no avail. I have gone through all that they have asked,
and still it does not update (or install when completely removing Windows
Live Messenger and trying to install Windows Live Messenger 2008). I
reinstalled Windows Live Messenger 8.1 so that I have something. But it will
not update to the newer version 8.5. (Techs/Project Team still working at it
and have not received any type of solution for a week now. I have noticed
errors with some other program updates (Logitech, HP) wondering if these
errors are connected as well..
Where do I go from here? Any help sure would be appreciated.
