Getting weird error about winhttp.dll

When I try to download the latest version of windows live, just before the
windows pop up to let me install it, an error pops up saying something about
not being able to find winhttp.dll and then it tells me to try re-downloading
the file... well I downloaded winhttp.dll and extracted it, and it still
doesnt work... so I don't know if I have to put the winhttp.dll file into a
certain place or what, someone pleassse help!
