Contact Display Picture

Hello,

I'm using Windows Live Messenger and i have the following "problem"-question:

When my contacts are (or appear offline!) sometimes i'm able to see their
display picture and other times, or perhaps some minutes later, i'm unable to
see their picture. Is it because their status is appear offline or is it some
kind of a bug?
