I am aware of how you can see the list of contacts who you've blocked from
messenger. I've recently heard that there is now a way to see the list of
people who've blocked you. Is this true and how do I find the list?

Not true. There is no way to find out who has blocked you. Avoid any
websites that offer that alleged ability - they are phishing.
