Idle Status - Is it only for inactivity with WLM, or the whole mac

I have a question regarding the Idle status on WLM. Does one person who goes
into Idle mode after their predefined time limit mean they haven't used WLM
for 'x' minutes, or that they haven't used the whole machine for 'x' minutes?

Thanks for any insight!
