Messenger Version 2008 (Build 8.5.1302.1018) does not appear to create one when one doesn't exist. For the Sharing Folders, what happens when you go to Tools | Options | Sharing Folders, and uncheck the box for "Use a sharing folder when I drag a file onto a contact's name in my contact list?
