Re: Question to Mr.Samer Halai. Mr.Brain & Mr.Jonathan

Have you tried a different browser yet, such as Mozilla Firefox or
Google Chrome, in order to see if it is a problem of Internet Explorer
or one of its settings?

Hello Nibal,

Thanks for your feedback.

What is the exact error message you are getting when trying to access
https://account.live.com/ in your browser?

Re: Question to Mr.Samer Halai. Mr.Brain & Mr.Jonathan

Hello Nibal,

When the spinning green circle does not get replaced with the actual
site contents, this refers to that the page contents is not loaded. This
is usually the case when you disabled JavaScript or when there is
something wrong with the XMLHttpRequest Active X control. As suggested,
try installing and using a different browser to have a workaround.

As for the error code 810003c1, you may be able to fix it by changing
the regional settings within mentioned Windows Live Account Center (as
soon as you get it loading in the one or other way).
