WHY?

Windows Messenger spam like that has NOTHING to do with instant
messenger clients. This is a consequence of Microsoft creating
applications with different purposes with confusingly similar names.
Windows Messenger was intended as a network administrator tool to make
announcements over a local area network, a function that's unnecessary
if there's a single computer connected via a dial up modem and normally
limited to local sources by broadband routers.

Inquiry is more relevant to a networking or OS forum than an instant
messenger forum.

Love2cats apparently needs to activate his/her firewall. IF using
Windows XP, a firewall is included with the OS and should become
activated when Service Pack 2 is installed. Earlier OSs will require the
installation of firewall from a download or purchased from a software
retailer.

WARNING:

Security warnings, including "ads" for security software, that appear in
Windows Messenger pop-ups are often fraudulent. Clicking links in the
pop-ups or accessing web addresses provided in the pop-ups might result
in the installation of computer virus and other VERY undesirable
software on you computer!
