windows live ID is experience some technical difficulties while creating your

When i try to apply a windows live messenger passport and i get this error.
It only happened to some user accounts. Can anybody help?

I've heard of this problem, but not in awhile. Besides simply trying again, I'd recommend
that you clear the cookies in whatever browser you're trying.
