Vista - Windows Live 2009 Webcam Problem

This problem occured about 7 days ago.

i cannot view other contacts webcams inadvertably other contacts cannot view my webcam.

i have searched up online before hand but no luck.

i have put in all my location info ( united kingdom, does that make a difference? )
i have formated my whole pc ( installed webcam drivers etc aswel )
i have restored to an earlier time when it didnt occur

nothing seems to work, any resolutions to this problem would be great.

I use a 1.3mp Integrated Webcam ( no more details as such )
using the Packard Bell Easynote SL51 ( with the cas-lite software )

Could you be a little more specific as to what's happening. For instance, are you able to
connect but just not see each other (the webcam icon with the big red x over it), the options
are grayed out, or are you receiving a certain message (if so, what is it)?

I send the request / or the other person does, and it will load for about 10-15 seconds then it will just dissapear, with no error messages or anything. this happens to both my cam and they're webcam.

i can freely send and receive cam invitations, and video call seems to work fine

problem still occuring could do with some help
