Importing Contact list in WLM 2009

I have a question here. I have imported my contact list to a new address in
messenger and I am wondering why alot of people haven't received the invite
to be added. is this a feature that is not working in 2009 like it did in 8.5?

It should be identical. Is it a true new address (not previously used, not switched from
another address)?

yes the address is just newly created, the contact list is from my other
address. the contacts appear on my new one the same as they did the last one
some of them just aren't recieving the invites to add me on their end.
