I was getting the error when trying to sign in to Windows Live Messenger.
The problem has fixed itself since. I was using Dell PC Tuneup which
apparently did something to my network connection. The system tray icon for
the connection showed a red X instead of the blue dot even though it was
connected properly. A system reboot fixed that which in turn fixed the error
code. I am assuming that is what happened. Any way, the problem appears to
be fixed.
