Unable to sign into WLM2009 or add contacts

I updated to windows live messenger 2009. Its a new pc, running Windows XP
Home Edition, I cannot see any of my contacts, I am unable to readd any
contacts as I get a message saying that the person I am trying to add doesnt
use windows live messenger, even though this person is on my contacts list
when I sign into my hotmail account. I have deleted the the folders as
required after signing out of msn and then resigning back in. I dont have
any contacts cache as, as I said, this is a brand new pc, and I was using MSN
for the first time on this pc, I can sign into msn on my phone and all my
contacts are showing... please help

I have had this problem as well for sometime, among the things I've tried
are:
-Uninstalling / Reinstalling WLM2009 (including a complete re-download of
the installer)
-Deleting the Cache (I'll get back to this)
-using regedit.exe to review and refine my registry (note: this is not a
wise Course of action for just anyone, I have considerable computer
knowledge)
-Deleting and Reinstalling WLM2009

Additionally I use a different OS as far as Windows Home, I use Windows XP
Professional SP2 (I'm hesitant to upgrade to SP3 which is technically not
compatible with my computer)
I also have somewhat different results as far as when this occurred, for me
it was shortly after re-adding a friend I deleted from my contact list
that all my contacts were frozen in place and no new contacts could be
added, in addition those that remained in error always reported as offline.
I can still "delete" contacts that are on my list, but anytime I try to add
someone whether they use MSN or it's compatibility through Yahoo, as "This
person does not appear to use messenger at this time, an e-mail has been
sent to invite them to use messenger) it has been brought to my attention
that such e-mails do not arrive. I can still connect and get accurate
results on my Contact list via Web-Based MSN/Live messengers but once the
downloadable program comes up its still not changed. In addition I find it
odd that though my contact list does not update it seems the "What's new"
information at the bottom is still up-to-date.

currently in use account at the time. I deleted them regardless of that
fact.
It did not change anything. Of particular note is the fact that if I use the
search box for the contact list contacts I've added since will appear but
only once I've input information to search. I also can IM such invisible
contacts. I cannot see their online status however.
My computer is aged and as such some of the physical components don't run as
well as they should however I will attempt to list the System information of
my computer here

Last I saw this is a known issue, occurring in a only small subset of people.
The problem seems to be machine specific, and if you are willing to allow
remote access to your machine so that MS can take a look at the problem you
should contact support for Windows Live Messenger.

I have heard that some users are able to add contacts using a web based
service instead of WLM directly. Also, using a web based service or Windows
Messenger you should be able to access your full contact list from what I've
seen with other people.

Be patient -they are aware of the problem - but there are no great
workaround in WLM at the moment.

Log on at People.live.com
Check each contact, click Edit Contact and verify if the contact is using a Live ID of the form(hotmail.com, live.com, or msn.com)
or a known registered 3rd party Live ID
- look in the fields titled 'Windows Live ID' and 'Use this address for Windows Live Messenger' (Is data present ???)
- verify that no contacts are blocked in WLMsgr(Tools/Options/Privacy)
