Onecare and Defender

If OneCare is fully active, do I need Windows Defender active as well?

No. In fact, OneCare will disable Defender on installation of OneCare as the
same engine is used and the antimalware signatures are the same.

It should not. Open Defender and uncheck the option to load with Windows. Is
OneCare working correctly on your machine? Is the OneCare icon showing green?
