False At Risk Warning

False At Risk Warning

Every time Windows starts on my PC I receive a warning that "my computer may
be at risk as Live OneCare is turned off". This warning appears in a balloon
in the system tray area with a "click to fix" advice.
Twenty seconds later the warning disappears as OneCare automatically starts
and the green icon appears.
The initial warning is quite worrying for the casual user. Is there a way to
switch it off?
