OneCare covers three PC's -- for what price?

The letter confirming my purchase says "You have selected a one year
subscription to Windows Live OneCare (covers up to 3 PCs) for the
promotional price of $19.95 plus tax."

Does this mean there's no charge for the second and third PC?

You took advantage of the special beta tester offer, since that was the price
for US beta testers.
A OneCare license is good for up to 3 active copies. You install and activate
the 2nd and 3rd copies using the LiveID for your subscription that was created
when you purchased the subscription from the special emailed link.
Someone who purchased OneCare in a retail store has a PIN or product key inside
the box to activate the subscription on the first install, subsequent installs
activate with the LiveID only.

I apologize for being dense, but I expected a Yes or No answer, and I'm
still not sure after reading your comprehensive answer. Will there be a
charge for installing and activating the 2nd and 3rd copies?
