One Care message: Windows firewall isn't on

One Care is sending me a message warning that Window's Firewall isn't on.
When I go to the control panel, as per the instructions, I can't turn it on
there either. How can I turn it on?

Is it giving a message about group policies?

If so, the same problem occurred on both my PCs within a few days or
so. Without asking for help the only fix that I could think of was to
restore my systems to as they were the previous day. Of course this
may not be an option for you and in any case is only a workaround as
the problem may occur again. I don't like using the restore facility
as I'm always worried it will create more problems than it solves if I
can't remember what changes I may have made since the last restore
point was created.

In the end I un-installed from both PCs but will reinstall once a
solution is found.

There may not be a solution. It seems to be part of a recent security update
and fiddling with group policies doesn't work, either.

When you install OneCare the Windows Firewall is turned off. I suspect that you
are getting a warning from the Windows Security Center, not OneCare. The OneCare
icon is an "egg" with a number "1" in it. If it is green, and you have a red
shield in the system tray, you have a problem with the Security Center:

Well, One Care has stopped sending me the message... although I haven't
changed anything. Turning the Firewall on/off is still greyed out in the
Control Panel -> Windows Firewall plug-in. Yes, it does state that "some
settings are controlled by group policy," however I have not implemented any
group policies on this machine. It's my home laptop, not a member of a
network. Moreover, there are no policies about the firewall in Local
Policies.

OneCare *does not* tell you that the Windows Firewall is not on.
OneCare turns off the Windows Firewall and it uses a Group Policy setting to do
so. You *cannot* turn on the Windows Firewall from Control Panel when OneCare is
installed.
Open OneCare and click change settings. There is a tab for the *OneCare*
Firewall settings.
The OneCare firewall *replaces* the Windows Firewall.

I realize this was posted two months ago, but I just joined this NG.

Glad you kept this thread active. I am helping a friend with this same
problem on her laptop - Onecare tells you there is a problem, the
firewall is turned off, it offers to fix it but it never does. I will
give this a try and if that does not work her subscription expires in
July anyways.
